What does the law require for home exchanges in Italy?

Currently, Italian law imposes two main obligations:

  1. Guest Registration:

Hosts must register their guests on the Alloggiati Web portal within 24 hours of their arrival. This obligation applies to guests of any nationality, including Italian and EU citizens.

  1. In-person Identification:

Guests must be identified in person upon their arrival. This can be done by the host or a trusted delegate, as long as it happens face-to-face. Remote check-ins (e.g., online tools, automated codes, or lockboxes) are not considered compliant with the law.

 

For Hosts

Alloggiati Web Registration

If it’s your first time using the Alloggiati Web portal, you’ll need to request credentials from the Police Headquarters (Questura) in your province. This process can take anywhere from a few days to a few weeks, so make sure to do it in advance.

How to obtain credentials

  1. Find your Questura’s website in this list.
  2. Once on your Questura’s website, look for the page related to the Alloggiati Web service. It may be under the “Services” or “Virtual Desk” section. If it’s not visible on the homepage, use the search tool.
  3. On the Alloggiati Web page, download the credential request form. It may be called “Alloggiati Web Request Form,” “Portal Access Form,” “New User Form,” or similar.
  4. Fill out the form and send it via email, attaching:
    • A copy of your ID.
    • A document proving ownership or entitlement to the property (e.g., property deed, utility bill).
  5. Wait for the credentials: They will be sent to you by email. The process may take a few days to a few weeks.

 

For Guests

On the day of your arrival:

  • Be prepared to meet the host or a trusted delegate in person to show your ID upon arrival.
  • Help facilitate the host’s compliance with the required procedures.

 

Legal Reference

The applicable regulation is Circular 557, issued on November 18, 2024 by the Department of Public Security of the Ministry of the Interior. It outlines the requirements for receiving and identifying guests. Failure to comply with these provisions may result in fines or penalties.
